i got proof that someone has a multi on jsp and that he made that jsp just to get his scammer tag to be gone where do i contact with my proof?

I don't have a real firm answer on it, sorry about that.
Typically its done behind the scenes and even then you won't know until you look at that person's profile and see if that person was locked or not.

It takes time for the d2jsp staff to sort out this kind of stuff.

Seriously... What does it do that someone has multiple accounts ? It doesn't change anything.
