I don't see the problem with once per day as long as it's not hindering new incoming topics.
Now if it's solely for spam purposes and upping your post count on topics nobody is responding or engaging with, that's a separate issue.

Looking at the top 25 topics, the bottom ones haven't been touched in 3-4 days.

Is there some sorta issue where people are getting too many +1s and it’s giving some unfair advantage in-game? Or are there so many spam topics in LS General that we can’t find the non-spam topics anymore since they’re buried down like 10-12 posts?

Oh we dont doubt it. If you like to spam this much on a subforum that you dont even play in, nobody wants to know how much there would be if you were actually playing.
