Only thing I remember is a doctor/scientist goes into a quarantine zone with others and they all die somehow except for him and hes able to bring back a blue flower/plant in which it gets linked to his daughter somehow and she has a blue light on her wrist now. Gov finds out doctor still has this plant and takes/destroys it and his daughter starts going out of control.

only anime i've seen recently with a blue flower is that movie Mary and the Witches Flower.
but that doesn't line up with any of the other points at all.
