Problem is they arent, they dont know theyre getting scammed.
The way I see it is that people that want to have a PC built also likely have access to the internet. People can price shop and do their research before they buy but they probably won't. You also have to take into account that this isn't some extremely massive business. The portion of their business that is putting together the PC's has to have insurance and that can be costly. It's easy to make a mistake when you build a PC. It's easy for those people to make mistakes when building PC's because they're using different parts for different orders. That also has to go into the cost.
I'm not saying you should pay this price. I wouldn't. Hell, the first PC I ever built I sat on the phone with Ghot for two hours while he walked me through it. He didn't have to do it but he did and it was a nice gesture on his part. It didn't cost me anything to do it because I looked around and asked. If you don't want to pay that much money just look around and ask. Hell, I'd be willing to walk someone through how to build a PC for free. You just have to ask.
