To say he is forced to do anything is to acknowledge that God is not omnipotent.

To suggest that he cannot break rules suggests that those rules are more powerful than God

To suggest that God cannot take action without sacrifices in his name is to place limits and conditions upon his power.

If God is omnipotent then he does not need ritual or worship to help humanity. The logical conclusions are that he either lacks omnipotence or chooses to make people suffer.

Designing a being capable of turning away from it's creator then punishing them for doing what you enabled them to do is not love.

An omnipotent being has the option of either forgiving all men equally or removing the possibility of people falling from Grace. Furthermore, an omnipotent being could simply remove sin from the world, or not create a fiery hellpit of eternal suffering. Because, you know, love and forgiveness.
