Anyone can teach me how does Diablo III work ? because nobody talks anymore in the channel.

You should automatically be in general chat which communicates with anyone online. Private chats can be made as well. There is a gear symbol to pull up chat options.

It's because there hardly any players left in D3, it's mostly bots and these just grind paragon without talking in channel.
Seriously it's better to completely avoid D3 /uninstall. Game is just not worth it
