Technically speaking you can and you always should report a scam in the S/A forum, however proving such a scam might be very difficult and unless the welcher scams more than just one person the chances of locking him down are very small. This is why d2jsp doesn't support betting/gambling.

If fg is taken/received u/f in a bet within BNP and then welched/scammed they will be locked with sufficient proof. Done plenty of times.

A scam is a scam non the less and if proof against said user shows they have scammed someone, action will be taken against them.

Gambling is not supported on JSP as Wrona said, however, if someone is scammed in the BnP section it is treated as a scam and the user who got scammed may post in the scammer accusations forum with the proper evidence.

Normally I agree with anything you say but I’ve gotten someone locked when they refused to pay.
