Oilers offered Neal a contract this summer, same term, 4 mil more than what he signed with Flames. Neal told Oilers he had 'no interest' in signing with them.

https://world.hockeyfeed.com/nhl-news/veteran-kunitz-turned-down-canadian-team-s-offer-then-ripped-team-s-roster

"Four time Stanley Cup champion Chris Kunitz surprised just about everyone in the hockey world on the opening day of free agency when he signed a one year, $1 million deal with the struggling Chicago Blackhawks.

"Team in Canada out West" wanted to sign Chris Kunitz. But he’s like, ‘No, I don’t like their defensemen. They’re never going to win with those defensemen.’"

"...the Flames boast a much deeper defense corps than the Oilers do, with the Flames top four of Mark Giordano, T.J. Brodie, Travis Hamonic and newcomer Noah Hanifin blowing away the Oilers’ top four of Darnell Nurse, Oscar Klefbom, Adam Larsson and… Matthew Benning? All signs seem to point to the Oilers as the team whom Kunitz turned down"

Unlikely, we can’t even afford to sign our top Defenseman from last year, at no point this summer did we even have 6.5 mil in cap space

Realistically this seems connected to all the Lucic rumours prior to free agency. I can see them having talks and saying if we can move lucic this is what we could offer but no way in our cap situation did we make an actual offer.
