Crit, ML etc roll is based on your level.

for instance the server will roll against 0-MAX*2 ml / crit and if you have > the roll then you will get a tier upgrade or hit a crit.
lvl 0 max is 12 so it will roll from 0-24 and if you have 12 ml / crit then you have ~50% of hitting a tier upgrade or a crit.
at lvl 55 max is 56 so you need 56 in order to have ~50% chance for tier upgrade / crit

Too weird?

I use to be a believer in the don't use skills on EPs or wells, but when I gave up on the theory I started finding more items. Seems like most RNG based games, always aim for quantity per hour.

HC drop better items more frequently than SC.
