Maybe someone will pay a few ex (2-4) for it? The problem with it is the implicit is not really useful for a lot of builds and you are missing a lot of dmg from the low critical strike chance. A great stat stick will have 100%+ crit strike chance (between the implicit and explicit) and something like 40-50% spell dmg.

So what you effectively have now is 3 great modifiers (critical strike multiplier, extra fire dmg, and extra cold dmg) and 2 mediocre modifiers, which is good but nothing worth more than a few ex. If you had one more great modifier, then I would say this could be easily worth 10+ ex.
