Is that OC or not? And what ram speed? (Not bashing, I'm actually curious where it fall compared to Intel)

In WoW? Lol funny joke. I mean if I lower settings a lot I'm sure I can, but at 1440p in Zandalar? No chance. Even with no AA and with shadows/liquid/view distance knocked down a bit.

I guess the whole point of this build is:

1. Spend around $1000
2. Build to still preform above average for the next few years

Current computer:
AMD FX-Series FX-6300 (3.80GHz)
AMD 760 Chipset Motherboard
AMD Radeon R7 250 2GB
16GB (8GB x 2) DDR3-1600
500GB HDD | 24x DVDRW
300W Power Supply | ARC 647 Case
Windows 8.1 64-bit

Games:
World of Warcraft
Rust
The Forest

This is the lowest you'd want to go on hardware to achieve consistent high fps 1080p or 1440p60hz performance.
