not sure how it works when what im crafting has item quality level AND i use a range of different ilvls
(almost impossible to gamble)

worst case scenario ill have 2 different lvl crafter chars to craft diff ilvl ranges

quality level can never be higher than ilvl. for items with high qlvl like circlets, qlvl = ilvl

It would be easier if you explained what you were trying to do so we could give you a specific example
Otherwise all we can do is repeat what you've already read and don't understand

trying to craft flying axes (blood axe), berserkers, decaps, mighty scepter seraph rod thunder maul

Looking through the arreat summit, assuming you want fool's prefix on these the only affixes you can really cut out of the affix pool are +2 barb skills or the highest tier cold/fire damage
Those affixes are rare enough that it doesn't seem worth going through the extra trouble
