If you wanna go stock cooling i really recommend a ryzen build. You also get better stock cooler.

the red rgb light from mobo should be enough red, also built in wifi/bluetooth. very portable if needed

Any specific reason why he wants a full case in 2018? or is it solely based on his personal preference?
Nothing comes close to this mobo features in its price range, and he can still directly connect his e-cable to it, he just has the option to use his wifi if it's ever needed.
He could go with zwix's atx mobo choice if a full case is a must for him, since having an itx mobo in a full case looks silly af imo, it defeats the size benefit.

for the games he intends to play, i'd stick with intel. Both chips are great, but i wouldn't sacrifice intel's more steady min. frame rates at the cost of having a better stock cooler.
