For exemple, Vladimir Putin does not practice religion, yet he is a Christian, and he even wears a cross around his neck.
He was baptized when he was a child, but today he rarely goes to church.
And he does not follow the rules of the orthodox Christian religion.
So he does not practice religion.

To practice a religion is to follow the rules, regardless of your beliefs.

Religiosity is a measurement of that. What you say somewhat Rings true in the fact that most religious beliefs are Regional. It is also an empirical fact that people living in an area practicing a religion outside of the mainstream tend to have higher religiosity than people who adopt the original religion naturally.

The 'Quran says' argument is about as valid as the 'Bible says' argument in attempting to attack either religion's adherents.

The bible also says to kill non-believers and worshippers of other gods. Burn their homes and kill their livestock as well. Very few Christians follow that nowadays.

The question isn't 'what does the holy book say?' but 'what do religious people genuinely believe is moral and how are they willing to take action to promote and protect that moral decency as they perceive it?'
