They already have nukes and ICBMs. They have no need to stall for time anymore, theres no advantage. Their goal has always been transparent- develop enough weapons to defang any US threat of invasion and the force us to the table as equals. Which is what we're doing. They want the benefits of security and stability and took a shortcut
