So for some reason I remember this white ring having negative statistics, there were circlets & shit that had it to but it was soooo long ago.. I did a search and it was popular pre 2002 & Blizz actually banned it and specifically mentioned "negative statistics" items in this release.
This is a D2 wiki that had the passage suggesting UNLIMITED STATS.

So it appears Dimas told no lies. The corrupted/hacked/bugged items are what make the infinite skills hack possible, so if they all vanish, then so should that hack. With any luck.
