if u dont wanna just do a clean OS install as others probably may have suggested, try the windows refresh tool.

Bought tons of new hardware in the past year, never had any issues on W7. Obviously that's just anecdotal but this isn't really an issue?

some new prebuilts and especially laptops might feature proprietary stuff, like an extraneous LCD display that shows your k-d or temperatures, k00l k|_|stu/\/\ buttonz, or a hardwired RGB vibrating assplug whose drivers are only on the installation they gave you, and they don't provide them elsewhere because they don't want you reformatting all their bloatware away. Could be meaning those sorts of things since newer versions of this stuff usually ship with w10, but it's a moot point since if you wipe it and install w10 instead of w7 you encounter the same issue, which is a fresh installation.
