I'm not gonna recommend a monitor that's gonna fit in your budget. Same with keyboard and mouse.

You can go here and get Windows 10 Pro, then just buy a key on ebay or similar.

Out of this list...I guess...

I'd suggest a crap keyboard and mouse until you can afford good ones. Walmart and $25 will get you a temp keyboard and mouse.

The Logitech G502 is like $50 by itself, and you'll be looking at another $70 or so for a half decent mechanical keyboard.

Well, you may think that, but just opening two tabs in a browser uses almost 3GB of RAM. Games use quite a bit more. Unless all she's gonna play is Sim City II.

/e Almost everyone that tries to get 8GB set of RAM, is looking to buy 16GB in a month or so. Mixing and matching RAM is never a good idea, so it's better to just get a 16GB set.

I know. The RAM prices are insane, and they will be that way for years.

pre-quantum firefox could handle 200 tabs with 3gb of used ram
but i still use 8 with no issues
then again i used 2gb up until around 2014, so I'm more intelligent with how I use it than most. Not having bloated crap running like antiviruses and steam helps too.
