BRZ owner here.
The FRS WAS ONLY sold in the United States. Everywhere else in the world, it was the GT86. Now, since Scion is no longer a company, it is branded the Toyota 86 in the U.S.
There are differences between the brz and frs throughout the model years. The FRS gained a good amount of the BRZ luxuries over the past few years.
There are more differences than springs and bumper, if you really want to nit pick, the BRZ has a better interior.
Subaru now offers a performance package with nice goodies, and is actually a really good deal.
You would be best with a Limited BRZ with optional performance package (only available on manual transmissions).
If you're really looking to buy, you can easily haggle the price. Mine was marked at 30k, new limited AT, and I got 2k off.

Subaru cost more because Subaru
Actually MSRP on website shows the 86 as the same price of a base brz.
