2. sounds like the temp sensor is certainly broken. mine runs between 30-45 C usually and maxes out at 65 C on a stress test (i7 6700k @ 4.0 GHz with a corsair h80i)
Why do I NEED a new one if all I do is play some not very intensive games for the most part. In the 4 years I've had this thing, I've never once seen it be the bottleneck of my system.

@op make sure auto fan speed control is enabled in the bios, if you are 100% sure you plugged it into the cpu fan header and not the chassis fan header that should fix it.
Thanks for actually useful post. Went into bios and for some reason it had min cpu fan speed at 100%. Dropped it to 0% and set goal temp to 50 C, cpu fan's running consistently around 35% now.
