yeah i wish there was a way to measure absolute disk performance relative to the highest speeds it can obtain but due to the nature of i/o workloads it is just not possible. your hdd might be working as hard as it can to get over 1-2mb/s in some cases and in others it will be able to get the full 100+
open process hacker, and see what is using so much of it, by going to the Disk tab or just yeah mousing over the performance graph in the taskbar if you have it
