it was a mistake. Joe is a mega fan who just so happens to commentate. From his perspective he probably saw how D.C. Seemed super pissed while they announced the winner and thought he might have something important/controversial to say. And he honestly wanted to hear it. He didn't think he would be a complete emotional mess with nothing to say.
