The rules does actually say: You are not allowed to put another players name in your signature/profile without permission (Information - username is public, but its the only information we got here on jsp) - Also, putting quotes in siggnature/profile is mockery as you said: Bullying, ahrassing, degrading name. Idk why jsp has these rules when they are not going to be enforced.
