And a version with: 400 x 147 pixels, by cropping. File size: 25.57 KB.

I can put this picture in my notes but not as my signature, and i want it as my signature, does anyone know what's the problem?

You need 15 posts in order to use bbcode on the site, this also mean embed an image in your signature.
On that note though, the image you wish to use as a signature, is violating the site rules. Check here for the allowed dimensions and file size: Official Site Rules and Policies ( 400 x 150 pixels, and 70 KB is maximum )

I've resized it to be within the site rules, at 400 x 109 pixels and 20.54 KB (kept the aspect ratio):
