High roll vit is directly translated to any other stat while high mpk would need to find the percentile of the roll then find the same percentile on the desired stat then calculate the actual value from there.
Really nothing is different but normally fail implies minor change ie item class (weapon to charm), type of item (robe to padded), or minor stat (vit to dex/int/str). Right stat wrong item or right item wrong stat.

1 - 74 mpk / 1 - 110 mpk is a tier 8 property on a tier 11 item. It's still high and personally I have no issues with people posting anything in fails since uh... duh they're not good.
In any case, that's probably the difference here.
