This may be a dumb question, but i'm wondering how 10% increased chance of blocking on an amulet would work? Max block is 75%, if I reach that with dex, is that stat on the ammy wasted? If I reach 65% chance to block on tooltip and equip ammy do I get 75% If so, should I aim for that with gear swaps so the ammy gets me the rest of the way? halp

yes it is wasted with 75%block but may help if you need to swap out items with dex like raven .
10% chance to block is approx 20dex

x% icb on amulet or any other non shield slot works just as if there was a higher percentage of blocking right on your shield.
what this does is lowering the required dex for a character to acquire higher block, ideally the 75%.

at level 99, wielding a 65% chance to block shield, it takes 244 dex to have 75% block.
at level 99, wielding a 65% ctb shield and a +10% icb amu, it takes 213dex to have 75% block.

in the case above, 10%icb is virtually 31(!) dexterity.
