I was just talking with someone that ran an SC run and they didnt feel like they noticed a difference until the late 60s...
Maybe it didnt apply properly?
I'm at lvl 89 down 1 trpadoor and I don't really feel the monster difficulty. Last event monsters were stronger... but I think it makes sense. I think the issue is that the monster difficulty % isn't super high and we don't really understand well what base monster difficulty even means...

the bottom one means that from the actual monster, they are 14% harder.
so if a monster was Very easy originally, a 14% hard monster is still not much harder. so you only saw a large difference on EP's
its like the difference between 1*1.14 and 100*1.14, the first is adding .14, the second is adding 14. ALOT more dmg.
the first one means that every monster starts at 2. so there is much fewer SUPER EASIER monsters, but the higher monsters are not too much more difficulter then normal (except for the 14% added on. )
i think
Well.., some of us... actually I think otter is right about the definition of base monster difficulty--I'd be really curious to know if this was posted somewhere or he just figured it out. But if it only brings the weakest monsters toward the middle of monster strength, we wouldn't really notice much...
