no they are not
chance are 50/50 for melee/cast attack
but cast has 5 attack and 3 heal charms, means 5/8 chance of cast and 3/8 chance of heal, so you will get a total chance of 50% melee attack, 31.25 chance of cast attack and 18.75 chance of heal
if the math is not more weird for that
so technically speaking every armor with more physical defense than magical is better in most case
This is espacially true if you go high levels with a real tank as they stat more vita which will increase the physical defense quite largely
We did tons of MM the last couple of month and we noticed that it is way better to have a plate tanking than a scale- and I guess we got pretty decent gear to test this
Your math doesn't make sense to me. The monster is either a caster or physical.
Test it with a leather? I don't think scales are as good, but what do i know I only solo with a 200ee scale and 200 ee chain.

The MAGIC ABILITIES HAVE WAY More Damage output.
have you out-damaged a warlock as melee? Equal clicks (NO). Casting does more dmg b.c is has a mana requirement, there is a reward for using mana, more dmg
