I would argue a few points as you know but it's a matter of taste and versatility - which I prefer:

I would recommend eod (enigma of duress : hybrid enigma - if available on your realm) over enigma cuz of the sweet mods: 20fhr 15@ 45cr and since you're a telezon afterall, str bug isn't really all that important but gaining resistance and the min 20 fhr bp at all times is - which also makes it easier to get 52-86 fhr when needed. Furthermore I prefer to stat mb with +2 ama 20 fcr 50-60 life 20@ res amu and 10fcr 30-60 life 50+ mana dual/tri/@ res (dex/str) ring (don´t stat after the dex if it has any) with storm 15ias/15@ so I have the versatility to switch out a ring for bk/dwarf/wisp/1more raven/nature's peace/stack lr/cr fcr ring depending on the opponent. The stacked res + mb is quite usefull vs. in particular hybrid/ghost assa and V/T - maybe more so than a little extra life.
I would also mention that penetrate isn't of total unimportance since it adds a hidden ar to your fury/bolt which comes in quite handy vs block opponents and seeing as most javas don't get lvl 99 like mine: 97^^ I would prefer to have it + more damage over valk and settle for oak "shield" and crit is just a bonus.

As we do not feel the need for more resistances and FHR in these builds we do not recommend EoD because you lose the 5% life bonus from Jah. Str bugged FRW might might save your life vs certain opponents like Wind Druids, Bone Necros and more. If you WSG this makes a huge difference, especially if you bug the frw.
That is personal preference, I can not argue about that. But the truth is that you end up with more hp but you also need more switches, this might bother some players, hence the personal preference. We decided to list all possible setups, yours is one of them. I have never encountered a match up where I have lacked res vs any
Penetrate will only help with the physical part of your attacks and Valkyrie will save your life a lot more often than penetrate will, however, it is a valid point. As stated before, we end up with up to 13k dmg with valk ^^
