Diadem (Elite Coronet) first becomes available at gambling at level 81 (QLvl=85).
"Jeweler's" prefix would then produce 3 sockets (min(3,4)).

if you find one, you can reroll with perfect gems with 1/~532,200,000 chance to get that (including 50% 2soc at Larzuk)

if you find a iLvl 59 Heavenly Stone, you can also reroll it with 3 flawless or 3 chipped gems (same chances, but cost less!)
