Well, like he said earlier his statements come from a biased east viewpoint. Here, a max block high bmana blizzsorc can absolutely trash a bvc in gm.

Windy.... hm... 50/50 imo. Again I might be being partial to my favorite class and it depends a -lot- on build but an equally skilled block druid with good fhr can put up quite a fight.

Bonemancers are equal to BvCs if the skill and gear are optimal.
As for Hammerdins, I think that Luis proved your statement wrong. He's the most known BvC for beating up just about any hammerdin (according to his own words, there was only 1 hammerdin he couldn't beat), and even I've never been beaten in a series if it wasn't TheJesus.
As for Windy, I've beaten a 99/99, max block, max dr, 6k life windy 7-2 with my welfare BvC. And I never lost to this guy in any series of duels. He was one of the few windies to ever kill me.

You know nothing about copywright law. He can copy whatever he wants to wherever he wants. He may look dumb, but he's not breaking any laws. Unless the author actually did copywright it, and by copying it he caused the author some kind of financial damage, and it's worth paying for a lawyer to pursue him...
