It alters your attack speed by 33% (EIAS)
It also has its own Baseframe for attackspeed and fhr. And blocking animation uses FHR instead of FBR.
Baseframe for attackspeed is 12.

So ur FPA is:
=CEILING(256*12/FLOOR(256*(100+EIAS)/100))-1

I also think EIAS roof on this is 75.

Which u reach very fast... Due to 33 EIAS bonus.
So at 72 EIAS ur at 6 fpa attack.

Fana, bos etc can help as well.

To find ur EIAS:
=FLOOR(120*IAS/(120+IAS)+SIAS-WSM)
