The reason WHY is because it is a very low BASE shield. The defense and smite damage sux. White damage cannot be upgraded.

1) not perfect damage base, in 2024 ppl just want 65/121 and 15edef
2) too high lvl for lvl 9
3) not ideal base for lvl 18, crown shield is superior
