You can't gift your balance, but you can buy balance for others from the store.

Yes , if you hVe enough to gift d2r after tax price.

You add buyer as A friend on bnet with bnet id , accept friend request / verify friend is added , wait 72 hours & then you can gift game to buyer on flist.
