With a PvP ES Fire Sorc is 60 or 86 FHR optimal?

I assume for 60 you use Spirit + 10 FHR mana boots and for 86 you use Spirit + Treks + 1x FHR GC?

If you are prebuffing high ES 85%++, fhr isn't too big an issue i feel. You just want to concentrate on your mana pool (eg.manaboots, more 20/17s). Personally i dont feel a difference between different fhr bp.

There is no reason not to go for 86% - the opportunity cost is like 200 mana on 5k pool, which is about the same as you regenerate per second.
