Which chars have the potential to be very cheap and effective PvP chars?

bone necro and wind druid are both pretty easy to gear and can be competitive without anything crazy.

So one char that I notably haven't seen mentioned is SIN. Does it mean that any usable PvP sin is rather expensive?

sin claws are more expensive than anything needed for most of the cheaper builds. that being said, you can play sin in pvp and do well without a crazy mainhand claw and plague gives the ability to make a decent 5ls offhand for cheap IF the ruleset you're playing with allows it.
