if survivability=damage in priority and they are the priority:
-horking is out because you will want the skills points other places.
-shields>2handers
-1 point to ww, for escape and leaching
-1 point to warcry, for the stun
-mana and life leach are still necessary

how much does fcr effect survivability?
should you max block with phoenix?
U dont want to max block. It will get u fbr stuck, it will prevent you from attacking and in general slow you down.
If u want more survivability its theese options:
Instead of guilaume you go arreat for res + damage balance, or coa for res and dr% with focus on survival.
Strings instead of arach.
U can ofc also use stuff like raven, wisp, dwarf.
But all theese things can slow you down to much, i would just go max damage + fcr as long as u have the resists.
If ur on hardcore or pushing super high level i would just go stormshield + arreat + raven + wisp or smt like that, i dno. Start max damage, see if u have an issue dying.
In my experience dying is lack of experience with the build, you have howl, u have wc, you have bo, you have healing aura when it comes to pheonix.
So yes, incase u wanna drop 1 item a string is nice to add a little mdr and dr%. Pheonix have fire absorb and some light absorb. Ur kinda only low on DR%.
