I think it's just a question of programming and that the spells can only be casted/displayed in normal form. But I don't want to rule out the possibility of actively performing a shapeshifting there.
In this case, I have to question whether this affix (or item) makes sense at all...

Afaik, human form is optimized better with ring of starless skies and the 2 unique pet stones. Without those, you're better off going werewolf
