He only plays GTA series and plans to play the newest one when it comes out.

And hard to say as there's no specs for the new one, but I'd go for even a 3060 over the A750 as the 3060 will at least have 12g VRAM vs. 8g VRAM

Best option RX6700XT for price/performance probably but about another $100

Intel Limited Edition Arc A750 8 GB Video Card
Has Limited Driver support as is, and is probably not a good idea to purchase for a high end - new release game.

Also: the CPU cooling fan seems ok,

( I know it doesn't seem like much of a difference ) But just looking at a few 1700 socket motherboards, this CPU cooler is going to work a little better. ( which is pretty important )
