The current meta of spam resetting Demise is indeed not fun.
Maybe they put in this sort of thing to appeal to the D2 Baal runners or maybe it's just an oversight, either way I think you should always expect people to choose the most efficient path of least resistance and IMO Blizzard really needs to make the harder content way more rewarding for leveling up to 100 compared to sleeper Baal trash.

I think the nice middle ground here is you stop giving people exp for doing normal dungeons at like level 80 or something like that.
