Or is it still static and the stats never change with rating?

I didn't play since the early days of the Drangonflight launch and was wondering the same myself.

Looks like it is still working as before (meaning only the PVE stats will get boosted, the PvP aspect stays the same - only 1 purchase required)

What is the best way to buy PvP gear to a char thar just arrived on lvl 70? I get rapped in all bgs.. warrior with 220k life xD

You can buy starter PvP gear from the auction house, search "Obsidian" and filter to plate armor. Then start honor/conquest gearing from there.
