Legendarys that you find have 4 mods so they are inherently better (and you can still replace the ability on a legendary with another if your choosing).

The trade off for rares is that you only get 3 mods, but you can use “enchant” to reroll one of them, like in D3. You’ll be able to do this with legendarys too eventually but we didn’t have those mats available during beta.

I would’ve rerolled one of these mods before imprinting it, it could’ve been even stronger of a bow
