1. Citizen
2. Proof of Citizenship, Passport, National Identification Card.
3. No criminal Record or to be specific, No violent / Anti Government Criminal record ( Murder, Rape, Domestic Terrorism.)
4. If One has Dual Citizenship ... Cannot Vote.
5. Permanent Resident ( Green Card ) cannot Vote.
This + high school diploma/GED would be my answer, too.
I don't agree with this. I do agree with faster citizenship for society contributing individuals, though.
If anything, such an option should be limited to individuals who are not merely
contributing, but whose families in their entirety are
net tax payers, i.e. their family is paying more in taxes, health insurance premiums etc. than they receive in benefits, services, proportionate infrastructure costs and so on. So yeah, if you and your stay-at-home wife are on food stamps or live in assisted housing while collecting child benefits for 7 kids, even a regular $40k/year job won't cut it.
To be perfectly clear: this standard would exclude the vast majority of illegals, visa overstayers, asylum seekers and other types of non-merit-based immigrants. Heck, it would probably even exclude a non-negligible percentage of the H-1B migrants.
