Whoever knows something about it. Im curious if i can gamble them with level 87.

Higher your level better the odds that normal claws will be upgraded to exceptional/elite so that can actually roll staffmods.
This also increase the igg cost tho.

Yeah you can start rolling +3 skills (alvl 60) at ilvl 80 on GT (qlvl 50).
This means you can start gambling them at clvl 85.
