no they're GM, you just got them on the wrong item.

Sac charges are used in VLLD on war scepters, so that non-pally chars can use sac. as its dmg is unmatched in the VLLD bracket by any other skill. so people make sac barbs, sac sorcs, sac necros, etc.

also in VLLD nothing EVER beats sockets in items, unless its eth/rep paired with near max enhanced damage, in the best def base possible. so a 2 os ancient armor eth/rep 40% edef can beat out a 4os ancient armor. but it takes literally all those mods to do it and only for certain builds.

jewels are king in VLLD. you can get up to +14 max dmg, a bunch of ar, damage to mana, etc.

so in your case a 4 os pally shield is always best in slot at vlld.
