They've done that in America too with suspects who have been shot. They still sometimes put them in cuffs, even if they're pretty sure the dude is dead.

In the video he is referring to the stabbed man was the victim and the police should have been helping him not arresting him.

What you're referring to is the protocol in some jurisdictions for the police to still cuff a criminal after said criminal has been shot by the police.

Yeah if im recalling the correct video. The man was falsely accused of being a racist or saying something racist, he was then stabbed by the accuser and arrested by the police when they showed up.

Kid murders other kid via knife to the heart at a track event. Claimed self defense. Witnesses at the scene tell the truth and kids is found guilty of murder and sentenced to 35 years in prison over it. Became a large topic of debate due to the stabber being black and the stabbed being white. Mentally ill portion of the black community demanded stabber walk free because hes black and apparently they believe black on white crime is OK.
