i already addressed it, with minimal effort and tons of gear options the nec can get higher dmg with more -magic res than the boots can give

hdin also is stronger than it was even though it's not top tier in pvp since resurrected, you can get 18k hammers -35 magic res and 125 fcr, way better numbers than pre rotw and you 2 shot everyone except high life barb.

you don't need to counter ppl's gear on those classes you just go high dmg and res pierce and you will have better success

Yes you can negate the resists from horazon boots, but how do you overcome the -20dr without sacrificing your own damage vs physical damage char like a smiter?

You kill them faster and you have range nec already beats smiter that match up is pretty much the same if not slightly more nec favored after rotw. I practice that match up a lot on din and the necs that use the new items are way harder to kill. In DFC we allow 20 spirit as well, it is not a din favored match up.
