Because if you don't want to use a raven or your build doesnt allow non fcr rings etc them hfd is a must for ias based chars and even non ias alike

Oh that's so interesting I guess that makes sense if he cannot use Raven Frost or can I use cham socket

For pvp I would most certainly have frost or cham etc. but for pvm hfd is all I need
