For the context of this, these were specific rules for a specific people at a specific time in a time where people would willingly (not always but many if not most of the time) would become indentured servants because life was harsh and it was often one of the best options for people. It DOES NOT endorse slavery and never does or has (it has been warped and abused before by people). These rules were in place were because even though God is not pro slavery (given the fact we are instilled us with free will) He knew that people would still have slaves because of the freedom to do so (an unfortunate result of the use of free will).
