D2R single player offline you can make ladder runewords as I have created a few myself.
Not sure about D2 LOD single player though. Haven't played single player or even online LOD in a few years now so I forget.

On LOD, ladder runewords can only be made if you either use a hack called plugy or edit the runewords text file in your diablo folder to include them

Exactly, and I've also installed a customizable loot filter which helps spot exactly what I'm looking for, not to mention that it reduces eye fatigue significantly.
